For 5160 you've got almost 5 seconds to get to 900 degrees F, in order to get maximum transformation to martensite. Always quench 5160 in oil. It will crack in water, period. Mineral oil, canola oil, peanut oil, actual quenching oils, but never motor oil, especially used motor oil.
